Biography
Known by many as the Tax Lady, she is often described as one of the most engaging, fun and informative teachers and lecturers in the Greater D.C. Metropolitan Region. Linda de Marlor is revered all over the region for her intricate tax knowledge and fun-filled approach to taxes.
She has been a prominent figure in the area since the 80’s and was speaking regularly on local T.V. and radio stations. She has appeared on C-Span (check her out on our website) and regularly teaches for the Maryland Association of Realtors (MAR), Greater Capital Area Associations of Realtors (GCAAR), Northern Virginia Association of Realtors (NVAR), Prince Georges County Association of Realtors (PGCAR), Women’s Council of Realtors (in Harford County, Howard County, Anne Arundel County, Greater Capital Area) and many more.

Nancy Lao
Nancy Lao was born in Taipei Taiwan and moved to the U.S. when she was 12 years old. Nancy is a motivated accounting professional with proven capabilities in taxation and financial analysis. She has 18+ years of successful experience in Accounting, working in various industries including government, profit and non-profit organizations. Additionally, Nancy has been a CPA since 1997. She earned two bachelor degrees from University of Maryland in Accounting and Economics.
As a tax professional and member of the Maryland Society of Accountants, Nancy is knowledgeable and current on compliance, legislative and regulatory requirements. She works closely with individuals, and small business owners to develop and execute tax planning, compliance and reporting under stringent deadlines. She is well versed in working with Sole Proprietors, C corporations, S Corporations, Limited Liabilities Companies, and Partnerships. Nancy has also performed in-depth research of complex accounting issues and developed corrective actions at both Federal and state levels. She provides financial consulting services for clients local and international clients.
Nancy’s proficiencies are not limited to Quick Books, logic flow charting, technical documentation, and systems trouble shooting she is also fluent in Mandarin Chinese. When away from the office, Nancy enjoys spending time with her family and friends, playing tennis, hiking and scrap booking. Nancy, Tax-Masters resident Superwoman, completed her first triathlon race in June 2009 to raise funding for melanoma disease.

Stephen Bradford
Steve graduated with an MBA from Pepperdine University and a Master in Taxation from San Jose State. Steve not only has impressive academic credentials, but he also worked for the IRS (as a Revenue Agent), Ernst & Young, and managed the tax departments for several high-tech companies in Silicon Valley.
As a tax professional, Stephen has developed a strong background in IRS procedures, corporate and individual taxes, tax law and international taxes. He is well versed in taxes as they relate to S-corporations, C Corporations, and Partnerships. Stephen has strong experience with international tax issues from both a corporate and individual level; including requirements for foreign bank accounts and foreign entities.
Stephen specializes in cryptocurrency (Bitcoin, Litecoin, Ethereum, etc.) matters and their related tax issues. He uses his strong and extensive tax experience to assist him with organizing cryptocurrency information in anticipation of audit exposure. His wide range of experience allows him to recommend the best tax strategies which include the method of accounting, type of entity, and the best country for recognition of income and expenses. Other cryptocurrency issues of interest that Stephen can assist with is like-kind exchanges and contributions to charitable organizations.

Marty Wapner
Marty’s career spans a broad spectrum of experience in tax preparation, financial management, small business operations, and engineering. Marty also holds a Master’s Degree in Engineering.
Marty is an Enrolled Agent (EA) as well as the leading provider of medical reimbursement plans in the nation. He has been preparing tax returns since the late 1990s and has contributed his time as a tax counselor for the AARP Tax Program. The program provides free tax work for senior citizens within the community. His specialties around the office include end-of-year tax planning and medical reimbursement plans. The medical reimbursement plans allow self employed individuals to hire their spouse and deduct medical expenses that would otherwise be disallowed.
Marty loves tax work and though he is in the office year round, he escapes every once in awhile. When he does, you can find him visiting his children and grandchildren or hiking and biking on DC’s scenic parks and trails.

Yolanda Chan
Yolanda was born in Hong Kong and moved to the US with her family when she was 2 years old. She grew up helping at her parent’s Chinese restaurants performing various duties (no cooking, though!) in their 25+ years in the business.
Yolanda Chan received her Bachelor of Science degree in Business Information Systems from University of Maryland, College Park in 1989. She worked for a major oil company in the Washington, DC area for 13 years developing and supporting critical business computer applications until she retired to spend more time raising her kids.
While raising her children Yolanda worked part time as a tax accountant and Tax-Masters has been lucky enough to have her join our team in the Summer of 2009.
Yolanda spends her free time supporting and cheering for her two kids on the sidelines of soccer games and tae kwon do tournaments. She also spends countless hours as a Girl Scout leader for her daughter’s troop and volunteering as the Cookie Sales Manager for the Service Unit.

Jay Chhabra
Jay was born in India and moved to Auckland, New Zealand at the age of 7. At the age of 14, Jay immigrated to the Washington D.C. area with his family. Jay received his Bachelors of Science degree in Accounting from the Robert H. Smith School of Business at the University of Maryland in 2010.
Prior to starting his career at Tax-Masters, Inc., Jay used his education and entrepreneur experience upon graduation to form an IT company in which he helped small businesses with building websites, online marketing, and accounting services. He truly knows the importance of harnessing client relations to expand his network and go beyond customer expectations. During this time, he was able to pass all 4 parts of the CPA exam and is currently awaiting his CPA license. He has worked for smaller CPA firms, nonprofits, and property management companies throughout the Washington D.C. region.
As the newest member, Jay remains current with all the new changing tax laws through continuing education and attends several tax law seminars throughout the year. He is an avid cryptocurrency trader since 2012, so he is knowledgeable in all of the new upcoming ICO’s, cryptocurrencies, and exchanges. When Jay is not in the office, he spends his time playing tennis, hiking, traveling to warm getaways, and continuously reading about current events.

Mary Glass
Maryland Native Mary Glass is one of our newer consultants at Tax-Masters and has already proven herself to be a valuable asset to our hard working team! A firm believer in social responsibility, Mary volunteers with an IRS certified non-profit organization that assists lower income families and individuals in preparing their tax returns. She believes a penny saved is a penny earned so she is more than willing to go above and beyond to find her clients those exclusive tax deductions while keeping them in compliance. She hopes to instill this sense of community and social accountability in her two young daughters.
When Mary is not spending time with her family, you can find her in her garden refining her green thumb. Not only does she enjoy tending to her flowers but has recently begun growing fruits and vegetables and finds abundant satisfaction in growing the food that nourishes her family. Her favorite time of year is summer and she always finds time for visits to the beautiful sites Maryland has to offer. Her favorite getaway is Assateague Island National Park, where she camps for two weeks every year. Although she jumps at the chance for sand between her toes, her feet are planted firmly in the world of Tax-Masters.

Fidel Carreon
Fidel Carreon was born in Manila, Philippines and immigrated to the United States with his family when he was 11.
Fidel brings with him over 16 years of experience in engineering and management, working on multi-million dollar government contracts. His experience as a principal systems engineer for the Raytheon Company translates into helping clients prepare, plan and manage their tax and financial situation. He is a firm believer that wealth accumulation starts with seizing all legally available tax deductions. He holds an MBA and a Graduate Certificate in Investments from the Carey Business School at Johns Hopkins University. He also has an M.S. in Systems Engineering from Virginia Institute of Technology, and a B.S. in Aerospace Engineering from the University of Maryland.
Fidel remains current with the ever changing tax laws through continuing education classes and attends several tax law seminars throughout the year. In his spare time, Fidel is an adjunct professor at the Northern Virginia Community College for the Math & Sciences and Business Department. More importantly, he is an avid reader of current events and loves to spend time with wife and daughter Carmina Isabella.

Barbara Jarzynski
Born and Raised in Poland, Barbara graduated from the University of Warsaw with a bachelors degree in statistics. After moving to the U.S., Barbara settled in Maryland and began working as a tax accountant which she has continued for more than 30 years.
In 1984 Barbara became an Enrolled Agent and has been representing clients before the IRS ever since. In 1991 she further expanded her tax credentials and earned certification as an Accredited Tax Advisor. Barbara’s tax knowledge extends far beyond individual tax returns and includes trusts, estates, corporations, and much more, making her one of the most valuable resources of the office.
When not in the office Barbara can be found traveling the country visiting one of her three children or in Poland visiting with extended family.

Elizabeth Zang
As a MD and VA licensed CPA, Elizabeth has been working in the field of tax and accounting with local, regional and international accounting firms for 15 years. She earned two Masters Degrees in Accounting and Information Systems in 2000 from Northern Illinois University.
Elizabeth is well versed with business taxes with up to $10m gross revenue, including S-Corp., Partnership, C-Corp., LLCs and sole proprietor Sch. C businesses. She is familiar with business taxes with multi-layer structures and multi-state locations. With her strong background in accounting, Elizabeth emphasizes on being proactive and thus heavy in year-end tax planning for small business and its owner’s individual taxes. She helps the owners choose the right type of entity, set up a reliable bookkeeping system as well as adopt the right vehicle to save taxes.
Elizabeth also specializes on taxes for Nonresidents with US sources of income especially in real estate and US Expatriates living overseas as well as foreign business investments in US and FBAR requirements. Her clients are now all over the world.
Elizabeth has a curious mind and keeps learning to make her life interesting. She stays current with the tax law changes and continues to expand her horizon professionally. She speaks fluent Mandarin.

Kariem Bassiem
Kariem Bassiem was raised in Northern Baltimore County. His close friends and family stretch as far south as Arlington, VA, so he has always considered the DC area his home. Kariem is currently studying to be a CPA and works under the tutelage of Nancy Lao in our office.
Prior to starting his career with Tax-Masters, Inc., Kariem worked for GE Aviation in their Supply Chain Management Department. It was Kariem’s fraternity, Alpha Tau Omega, at the University of Maryland that helped him discover his love of accounting. Kariem accounts that the knowledge and skill he accrued as treasurer and executive board member of the award-winning chapter provided great insight into the accounting experience. Also while studying at the University of Maryland, Kariem became a Realtor to help pay his way through college. Kariem understands what it is like to be a self employed individual thereby helping him find important deductions for his clients.
When he is not in the office, Kariem enjoys skiing the local slopes, attending Raven’s games, and traveling with his family to Egypt (or where ever one can find good diving). Kariem also speaks fluent Arabic and works with our American clients stationed throughout the Arab world.

Preston R Hall
D.C. native Preston R Hall has been working with Tax-Masters since he was old enough to walk. As our current Marketing and Operations Coordinator, Preston is a valuable asset to our tax family.
A graduate of the University of Maryland, Preston studied his two favorite subjects: Business and Criminal Justice. After college he joined the Air Force and spent six years traveling the world with the military. Preston loved his time with the armed forces and was honored to serve during Operation Enduring Freedom. After leaving the Air Force, Preston became licensed in real estate and moved to Dubai where he started a successful career in commercial real estate. In the winter of 2007, Preston returned to the U.S. Since that time he has been using his real estate experience to help Tax-Masters’ self-employed clientele maximize their deductions. While living in Dubai, Preston noticed that many Americans abroad have no one to help prepare their taxes each year. Citing this as a major problem, he travels the world to help our overseas clients get the professional tax help they so richly deserve.
Taxes are not Preston’s only love. Every weekend you will find him sailing on the Chesapeake on his boat Quality Time. Once it gets too cold for sailing, Preston seeks out crystal-clear water for SCUBA diving trips.
Zhia Shepardson
Zhia is Tax-Master’s go-to legal resource. She is Of Counsel to the law firm of Rismiller Law Group, LLC and practices in the areas of Family Law, Estate Planning and Business Planning. Zhia is also an adjunct law professor at Stevenson University.
Zhia obtained her Juris Doctorate from the University of Baltimore School of Law in 2004 and is licensed to practice law in both Maryland (2004) and the District of Columbia (2006). Zhia has been named one of the Top 10 Family Attorneys in Maryland Under 40 by the National Academy of Family Law Attorneys (2014), one of the Top 40 Litigators in Maryland by The National Trial Lawyers, (2014), and as a Rising Star/Super Lawyer (2010-2015).
Zhia likes to spend her time either practicing her photography (www.StudioZhia.com), or in the great outdoors in any capacity.

Jia-Shieu Ouyang
Ms. OuYang has been a CPA since 1994. She graduated summa cum laude from Virginia Polytechnic Institute and State University with a bachelor degree in accounting.
Prior to joining Tax-Masters, Inc, Ms. OuYang was an auditor for KPMG for five years. She managed staff auditors and performed financial statement audits for numerous federal government agencies as well as private companies. Ms. OuYang joined Tax-Masters, Inc in 2004. She is experienced in individual, corporate, partnership, and trust tax preparation. After her son Timothy was born in December 2006, she transitioned from being a consultant to a quality control specialist. Her reviews provide our clients with the assurance that a top rate CPA has evaluated their tax returns.

Patty Hooke
A true New Yorker, Patty was born and raised in the city and then attended college at New York University. While at NYU she earned an impressive double major degree in Political Science and General Business. Patty began her amazing career as a tax accountant for Goldman Sachs, specializing in partnerships, fiduciary, corporate and individual taxes. she then went on to earn her Juris Doctor from Fordham University before marrying her husband, Jeff, and moving to DC. Once in DC Patty worked in politics prior to working with Tax-Masters.
After having two children Patty joined the Tax-Masters team where she serves as one of our auditors. Patty is also fluent in Spanish so she takes on the occasional Spanish-speaking client in an effort to help them with all of their tax needs.
When she is not in the office, Patty can be found running around town to camp and take part in other activities with her two boys. She is also fond of playing tennis, reading and cooking
